Minute of Meeting on Tuesday 17th July 2007

 

WelcomeChairman Eric McNulty welcomed everyone along to the meeting.

MINUTES OF PREVIOUS MEETING

The minutes of the previous meeting on 19 June 2007 having been circulated were passed as a true record of events by Cllr Cessford and seconded by Cllr Mabon and signed by the Chairman.

MATTERS ARISING

·Website

Cllr McEwan not present.Discuss at next meeting.

·Information Board

No word as yet from Cllr McEwan, bring forward to next meeting.

·School Playing Field

Looking in to possible ways to finance the project.May be complicated, as the council owns the play field.

·Projector

Mary Pringle informed the CC that the Institute committee are going to be applying for a grant to do up another room and replace the flooring and asked if we agreed to applying for the projector at the same time?This was agreed and she will check with Dick Warren of the camera club to find out how quickly the projector was needed and if this was acceptable to them.

·Kelso Laddie/Jed Callant Visit

The event was successful.Cllr Cessford suggested that a list is made for next year of what needs to be organised/done for the event to take place to avoid any confusion.There seemed to be confusion this year of who was looking after the band, who unfortunately got drenched!The Templehall did not charge for the drinks, these were donated; Cllr Paterson has the cheque ready to pay the shop and is awaiting the bill from the butchers.It was also commented on the success of the new Chairman’s speech.Well done and thanks to all of those involved.ACTION: Secretary to send a thank you card to the Templehall for donating the drinks.

·New Member Co-opted

Michael Scott from Blakelaw approached the CC to be co-opted on.Cllr Blackmore proposed him and this was seconded by Cllr Riseam.A warm welcome to Michael and we look forward to working together.

CORRESPONDENCE

Closure of Beirhope Road, Hownam from 26 June – 08 August 2007

Replacement Windows Consultation (13 Aug) – Cllr Paterson will draft a response on our behalf.

Designing Out Crime Draft Planning Guidance (01 Aug) – No comments.

Petition received from Michael Moore MP – Petition to be put in the shop as when the digital switchover takes place, depending on your area you may not receive all of the channels.

Community Council Review Consultation- Comments by 01 October 2007

ANY OTHER BUSINESS

Secretary had contacted the police at Kelso for their advice regarding the sheep on the road between Frogden and Linton.They informed the Secretary that there had been no complaints to them at the station and without any complaints there was not much that they could do.The usual scenario is that if they have a number of complaints, they can then approach the farmer to discuss them and if no action is taken, they have the power to prosecute.The advice received by the Secretary was to monitor the situation and write to the farmer o behalf of the CC stating the concerns, before asking the police to approach the farmer.

It was suggested that a thank you card be sent to Margaret Jeffrey now that Hownam Post Office has been closed to send our thanks and appreciation for all that she has done over the years.ACTION: Secretary to send card.

The judges will be visiting Morebattle on 26 July for the Britain In Bloom competition.A notice will be put in the Southern Reporter.

Road matters updated by Ronnie Pattenden are that the pot hole at Mainsfield Ave junction will be filled meantime but the utility company will be asked to do a permanent repair, the choked ditch at Sharplaw will be issued to the SBC conractors, and he suggested a site visit would be best to discuss the exact location on the outskirts of Morebattle that is dangerous for walkers.Cllr Blackmore will contact him directly to arrange a visit.

The issue of bottle banks was raised again.After much discussion it was agreed that the site of the old 30mph signs near the school could be a good site if the banks are screened.ACTION:Chairman to contact the council with this suggstion.

The trees that have been planted next to the graveyard in Morebattle are not within the cemetery department’s boundary at the council.Cllr Scott suggested contacting Simon Wilkinson who is a tree officer at the council to see if he had any advice.Cllr Cessford will contact him and if not successful will contact the council again to ask to send out the original plans to KCC.
