Minute of Meeting on Tuesday 22nd May 2007

 

WelcomeThe newly elected Chairman Eric McNulty welcomed everyone along to the meeting and thanked John Common for all of his hard work for the past 2 years.

MINUTES OF PREVIOUS MEETING

The minutes of the previous meeting on 17 April 2007 having been circulated were passed as a true record of events by Cllr Weir and seconded by Cllr Mabon and signed by the Chairman.

MATTERS ARISING

·Website

Cllr McEwan is continuing researching the best options.Progressing well.

·School Playing Field

Plans are ongoing and will likely be the longest stage.Chairman is currently investigating funding options.

·Information Board

Guy Campbell had contacted secretary by telephone to inform KCC that he was unable to do the information for various reasons.Cllr McEwan has offered to approach his graphic designer to find out if he would be interested in helping us.

·Morebattle Camera Club

Agreed that KCC will apply for funding to purchase a laptop and projector, which can be used by the camera club, and any other organisation in the village as will be purchased for use by the village.The question was raised on whether the application for funding could affect future applications for funding for the playing field.It was thought that it shouldn’t affect the funding, as the playing field project would require funding on a much larger scale from various sources.

·Kelso Laddie/Jed Callant Visit

It is Jedburgh’s turn to organise the visit this year.Not yet had official word on the date.Agreed that Cllr Jackson will organise the refreshments, Cllr Cessford would organise the dancers and Cllr Blackmore would order the alcohol from the pub.Also agreed that the newly elected Chairman would make the address this year and song sheets would be photo copied to allow all attending to participate in the event.

·Pavement, Main Street, Morebattle

Cllr Hanson raised concern with pedestrians having to walk around the cars.Would it be possible for the cars to park closer to the houses?Ex-Chairman John Common had raised the issue with Ronnie Pattenden regarding the ownership of the land but at that time he was unsure.Cllr Hanson had obtained copies of maps from the land registry, which looked as though the land did not belong to the individual houses so was the responsibility of the council.Agreed that the Chairman would write a letter to be posted to each household raising the concern and asking that they park closer to their properties.Ex-Chairman John Common had also been informed that the construction of the new footpath on the opposite side of Main Street (Institute side) was on hold until a legal dispute had been resolved with a member of the public.

CORRESPONDENCE

Planning Application – Mr & Mrs J C Bell, Erection of dwellinghouse, redundant agricultural building land, North West of Hownam Howgate farmhouse – No comments.

Invite to Kelso Civic Week Installation and Ball – Cllr Blackmore & Cllr Riseam will attend the Installation.

Group Subscription to Southern Uplands Partnership – renew?Yes, free subscription.

Bus Services – Invite to Tender, Closes on 17 May!Passed deadline although Cllr Nicol did complain at the late notice to no avail.

Info on Community Councils on SBC Website – CC’s can now post their minutes on a dedicated section of SBCs website for Kalewater CC.Secretary to find out more on this.

Friends of the Earth Free Planning Training – In Edinburgh – Not attending.

ANY OTHER BUSINESS

Cllr Cessford had not yet had a site visit with Mr Hedley from the council regarding the trees that had been planted at the graveyard.He has been in contact but has warned that the council may not be able to help, as the trees have not been planted on council land.

The Institute clock has now been repaired and back in its rightful place.

The pothole at the top of the village has yet to be looked at.It is believed the utility company has a responsibility to maintain this work for a specific time period.ACTION:Secretary to contact Ronnie Pattenden.

Eildon Housing has been in contact and they will only maintain the land behind Renwick Gardens twice a year, as this is their policy.Cllr Nicol suggested that the new Chairman write to Laurence Cox at Eildon Housing with our concern and disappointment with this decision and ask if they would consider cutting it once a month to keep it tidy over the summer.

Chairman had attended the free planning training day that had been held in Selkirk on 21 April.He reported an excellent day, which was very informative and worthwhile.The day consisted of a series of workshops with examples of plans.One main point from the day was that CC’s only count as one vote against a plan.It was advised if a CC strongly objected to a set of plans, individual objections would be more beneficial.
