MINUTES OF PREVIOUS MEETING

The minutes of the previous meeting on 19 September 2006 having been circulated were passed as a true record of events by Cllr Jackson and seconded by Cllr McNulty and signed by the Chairman. To clarify the minutes of the previous meeting regarding the Kalewater Miscellany book, it is the shops in Kelso that get the discount for selling the books, not the shop in Morebattle.

MATTERS ARISING

·Bonfire Night

A misunderstanding regarding the notice informing that KCC would not be organising the bonfire, it has not yet been put up.Due to lack of support and volunteers KCC feels that it can no longer organise the event. After much discussion it was agreed that KCC would give a donation towards the event of £100 to the persons who decide to take on this event.ACTION:Chairman to put poster in the notice board.

·Remembrance Sunday

Chairman has been in touch with the Royal British Legion to order the wreaths.Alison Fleming is willing to do the piping.Agreed that Norman Scott should be asked to lay the wreath.Cllr Weir informed that Hownam would not need a wreath, as already have wreaths in boxes at the church. Suggested that the wreath for Hownam could perhaps be displayed on the church gate as due to the date that the 11th falls this month, there will not be a service at the church that weekend.ACTION:Chairman to invite Norman Scott to lay the wreath.

·Information Board for Morebattle

Before Guy Campbell can make rough drawings of what the board may look like, ideas of what information the board will show need to be given to him.ACTION:Chairman to discuss this with Cllr Nicol.

·School Playing Field

A meeting is being held on 23 October 2006 at 7pm in the hall by the new committee to discuss how to progress with the school playing field.Cllr McNulty commented that there had been a positive response to the letters that had gone out to some members in the village inviting them to join the committee.Doug Folan will attend the meeting from SBC’s Education Department, as they own the playing field. The Chairman also brought to the attention of the meeting that the Rural Resource Centre would be closing down due to funding being withdrawn. The new committee will need to look to another group to help with sourcing funding etc.

·Planning Applications

Agreed that one member of the CC could deal with all the planning applications as this is how most other Community Council’s deal with theirs.Cllr Blackmore agreed to take on this role. The plans would be available to view by locals and Cllr Blackmore would be able to put the notices of plans in to the notice board.

·Twenty’s Plenty Signs at School

These are now up and running and traffic seems to be slowing down.

·Website

A member of the public contacted the secretary asking where they could find copies of the minutes on the Internet.Discuss at the next meeting with Cllr McEwan.

ANY OTHER BUSINESS

Parking at the school is still a problem. This had been discussed with the headmistress.Photos have been taking to show the problems, these will be shown to the school.

Trees planted next to the cemetery, which are to be a screen to the new build, are the wrong types of trees. They are oak and chestnut trees that will grow large roots, which it is feared, will cause severe problems with the headstones in the cemetery.Could this be changed now?ACTION:Chairman will bring this to attention at the next Cheviot Area Committee.

The community bookshelf has been set up in the Institute. These are books for all ages that can be taken by anyone in the village. The books do not need to be returned as once the shelf is empty it will be restocked with new books.Seems to be popular in the three weeks that it has been available.
