MINUTES OF PREVIOUS MEETING
The minutes of the previous meeting on 19 July 2006 having been circulated were passed as a true record of events by Cllr Blackmore and seconded by Cllr Hanson and signed by the Chairman.
MATTERS ARISING
·Cllr Atkinson/New Members
Due to work commitments, Cllr Atkinson who was to be co-opted back on to the CC is unable to attend meetings.However she has expressed a keen interest to join the CC once her job commitments allow.Cllr Cessford and Cllr Blackmore have approached two people who may be interested to fill the vacancies but have had no definite answers as yet.
·Kalewater CC Accounts
Cllr Paterson gave the following report on the accounts.Kalewater CC has £591 and the annual grant of £615 for this year, minus £221 already paid out, brings total to £985.The book account had £818 carried forward, £41 has been put in and £100 taken out for Morebattle In Bloom leaving a total of £759.Still to get a photocopying bill for the questionnaires from Mary Pringle and the invoice for the hire of the Institute will be sent to Claire Malster at the council to be paid.
·Twenty’s Plenty Signs/Road Matters
Issue was brought up at Cheviot Area Meeting.Scottish Power still being blamed for the delay and this is being dealt with by MSP’s as the initiative was brought out by the Scottish Executive for every school to have these signs.
Other road matters, problems with a drain near the butcher were highlighted from recent heavy rain.The Eckford Quarry road also was badly flooded with the rain; the roads department are aware and are looking into this along with the problems with flooding at Caverton Mill.The pavement to be made on Main Street was supported by the council, as the road is wide enough to accommodate this but would not be done this year.Markings on Teapot Street show that there have been measurements taken.This street is to be re-laid but would not be done this year.
·Cessford Castle Opening 24 July 2006
Attended by Cllr Blackmore who reported that this was a very enjoyable day and well attended.The Chairman thanked Cllr Blackmore for attending and representing Kalewater CC.
·Information Board for Morebattle
Cllr Nicol brought copies of a letter from Guy Campbell.He recommends that a sub-committee is set up to supply information for the board.Cllr Nicol will invite him along to the next meeting to discuss ideas.After this discussion we may be able to make a proposal to the Institute committee and get the idea in motion as would be good to have the board ready for visitors to the village next year.
CORRESPONDENCE
Planning Application, The 2nd Roxburghe Discretionary Trust, Steading Buildings at Hownam Mains, change of use – comments made to council on our concerns with the road due to the extra traffic, as it is a small road at present.
Planning Decision, Land in field 3063 The Pilmuirs – Rejected
Planning Decision, Garden ground west of Ercildoune, Main St, Morebattle – Approved.KCC made comments regarding the sewage as had previously been told that new builds needed septic tanks as sewage works was at capacity.This is now not the case.

Questionnaire results have been photocopied and members of KCC will deliver to all households in the area so that they can see the results.The school playing field was discussed, as the community wants to see this improved.A committee would need to be set up to take this project forward.Helen Ford from the Rural Resource Centre is willing to come out and help the newly established group.As the council owns the playing field, Cllr Nicol suggested contacting Doug Folan at the council as there is a new sports strategy that will be coming out and he could discuss this with the new committee.Also suggested getting local sporting personalities involved, as they would be influential in the project.ACTION:Cllr McNulty would look in to setting up this new committee.
Due to the decision to allow a new build to be connected to the sewage works in Morebattle where previously this was not feasible due to the works being at capacity, would it now be possible for affordable housing to be built in the village?ACTION: Secretary to write to Eildon Housing and ask if they have further plans to build in Morebattle.
An incident was reported where drunks were mixing with children at the school.A member of the public had tried contacting the police but could not get through to them at Hawick.ACTION:Secretary to contact the police and ask if they would attend our next meeting as they have not attended a meeting for a few months.
Problems with parking at the school were also raised from a safety point of view.Agreed that this is not something that the CC could deal with.ACTION:Chairman to visit the school with these concerns.
Cllr Hanson had been given a flyer at the Border Union show with the information on setting up a community bookshelf.The idea is that the community finds somewhere to house these books and the charity would fill the shelves with books for all ages.The Institute was suggested for this and it was agreed that the Institute could not be left open, it would have to be manned at specific times for people to make use of the books.ACTION:Cllr Hanson to contact the Institute committee with this idea.
