Minute of Meeting on Tuesday 17 September 2013

Minutes of Previous Meeting

The minutes of the previous meeting of 20 August having been circulated were then passed as a true record of events.

Completed. Cllr Aitchison summarised reasons to oppose the proposed change to licensing byelaws.

The plastic sign is now installed thanks to SBC Cllr Nicol. One of the 2 remaining metal signs to be moved.

Cllr Halliday keen to see 30 mph signs moved further out. SBC has one temporary speed sign, currently in Yetholm.

Cllr McNulty noted that the 81 bus service had improved greatly but that Berwick - Galashiels 67 service was regularly 10 minutes late, leading to missed connections. No passenger information. SBC Cllr Nicol to request SBC transport officers attend 6 Nov Area meeting.

Also problems with service 51 and 52 from Edinburgh. SBC Cllr Nicol would also speak to SBC Cllr Weatherston, chair of the Area forum and to the Jedburgh councillors.

Treasurer’s Report

Interest on the 3 accounts are £1/yr for Playing Field Acct, 10p/yr for Book Acct and £5/yr for Special Interest Acct. This year's grant from SBC is £762, a drop of £10 on last year.

Roxburgh Estates Forestry Scoping Plans

Deadline has passed. Noted that Forestry Commission will consult on these plans at a later date..

·  Scottish Borders Licensing Board - Policy Statement

·  Extension of deadline for proposed Byelaws to prohibit the consumption of alcohol in designated public places to 17 January 2014

·  Joint Kelso Paths and Community Woodlands Groups

·  SBC Tackling Poverty Consultation extended deadline, 30 September 2013

Items for Circulation Folder

The Secretary summarised some of the items going into the new circulation folder as listed on the agenda.

·  Keep Scotland Beautiful Dog Fouling Campaign
SBC Cllr Nicol noted that the law on dog-fouling makes it impossible for SBC to introduce byelaws in relation to parks and playing fields. Needs Scottish Government to change the law. Online survey can be completed.

SBC Cllr Mountford congratulated everyone involved in the Floral Gateway competition. Morebattle came 2nd after Birgham out of 9 contestants.

Cllr Cessford reported that play are is now complete and being well used..

SBC Cllr Nicol noted that he was researching old street names in Kelso (eg Jock the Boxes vennel) and that he was also interested in Morebattle (eg the wee vennel behind the institute). Information would be welcome.

Cllr Dixon asked whether the path maintenance grant could be used to alleviate the path issues on Dere Street around Pennymuir. Cllr Dixon to attend 30 September meeting of Kelso Paths group.

Cllr Hall noted that road repairs were now completed in Morebattle.

Cllr Pedersen noted that the community council would soon receive a Community Resilience Plan from SBC Officer Jim Fraser. Storage would be required and 1st Aid training would be provided.
