Minutes of Previous Meeting

The minutes of the previous meeting of 15 October having been circulated were then passed as a true record of events.

Matters Arising from 15 October Actions

Cllr Pedersen to fix new bridge sign soon.

SBC Cllr Mountford noted that the faulty school speed sign has been reported to SBC but no date for repair.

Community Resilience Plan

Cllr Pedersen reported on the recent SBC information event which covered issues such as lost person searches.

Equipment: 20 shovels, coats and hats. A container with 1 tonne of salt. Some equipment would go to Hownam. No response from Linton residents. Some areas where there is no community interest in Resilience is covered by the farming community.

Request for more volunteers to attend emergency 1st Aid training course in late January. Cllrs Hall and Dixon volunteered.

A Morebattle Resilient Community Meeting is needed, preferably before Christmas. 3 December in the Temple Hall Inn suggested.

Cheviot Area Forum 6 November 2013 report

Chair reported that there was a good turnout and a lively discussion on the proposed change to byelaws on drinking in public places.

Local Bus Service Consultations, deadline 30 November 2013

Chair felt that the SBC effort which includes the 81 Service covering Morebattle-Yetholm-Kelso route was not a ’consultation’ as only two options were presented and questionable passenger data had been presented. Removal of the 2230 Saturday service from Kelso would make it difficult to make a return trip to Edinburgh without leaving the city before 3pm.

Consultation details to be circulated to all community councillors.

Discussion over the ‘demand-response’ taxi service which requires a day’s advance notice and which was not publicised on bus timetables.

Vattenfall Whitton Wind Farm update

The Planning Review of 16 November has resulted in a request by elected members on the review panel for a site visit (accompanied by SBC’s senior Planning Officer) and a ‘hearing’ on 14 January 2014 where experts from the applicant’s side and SBC would answer questions from the panel. Councillors would convene following the hearing to make their decision.

Switching on Xmas Lights

Chair proposed a fixed date for switching on the lights of the first Sunday in December at 6.30pm starting with Sunday 1 December this year outside the village hall. Everyone agreed.

Concern over repeated vehicle break-in at Mainsfield Avenue.

Cllr Dixon reported that SBC Access Officer Neil Mackay had agreed to look at some repairs on the Whitton Edge-Pennymuir core path section of Dere Street. Access Ranger Susan Kevan would investigate a blocked path.

Cllr Cessford reported that there would be a fund-raising coffee morning in late January for a village defibrillator with a presentation talk in February or March.

Cllr McEwan reported that he had found a volunteer to maintain the Morebattle website www.morebattle.com and that the Facebook page had been refreshed and Twitter account progressed. Everyone encouraged to ‘like’ the FB page.

Beirhope salt bin has been installed.

Cllr Hall had left a query re. whether the Scottish Land Fund could potentially purchase a development site in Morebattle. It was noted that the fund was not open to commercial sites.
