Minutes of Previous Meeting

The minutes of the previous meeting of 17 December having been circulated were then passed as a true record of events.

Matters Arising from 17 December Actions

Completed.

Cllr Cessford tabled poster.

Treasurer reported £179.20 raised from church carol service and £466 from pub quiz. £200 forthcoming from a recent wedding. Total £845.20.

Cllr Cessford suggested forming a sub-committee for defibrillator. Cllrs Grime, Hall and Cessford volunteered. Tasks include: obtaining price for equipment and finding a suitable location in the village.

SBC Cllr Mountford suggested applying for a Council community grant.

Consultation on Community Empowerment (Scotland) Bill, deadline 24 January 2014

Chair agreed to respond on behalf of community council due to the length and complexity of the document which made it difficult to respond to effectively.

Correspondence

·  Important message from Police Scotland regarding Traffic Wardens.

·  Chair tabled letter from Roxburgh and Berwickshire Citizens’ Advice Bureau re. their lottery-funded Welfare Reform Action Project. It would provide advice and information on the government’s proposed welfare reform with awareness-raising sessions to increase uptake of existing benefits and outreach visits to Morebattle and Yetholm every fortnight. The Institute could be used as it has 2 rooms available. May be useful to organise a public meeting in conjunction with the community council.

Member of public reported that the road drain was sinking and breaking opposite 13/15 Mainsfield Avenue, Morebattle. SBC Cllr Mountford offered to progress the issue.

Cllr Cessford noted that a vehicle had damaged the wall-end at the Institute. Who pays for repairs? Yellow lines suggested to help reduce recurrence. Chair to email SBC Cllr Mountford.

SBC Cllr Mountford reported that on 20 January the Local Review Body had unanimously upheld the Planning Officer decision against the application by Vattenfall for the Whitton wind turbine site. The wind farm would be in an area free of turbines and with a low impact on climate change targets.

Cllr Hall suggested that SBC could save on electricity costs by considering switching off street lights in the small hours. SBC Cllr Mountford noted that the Council had a programme to convert street lights to low-power LEDs.

SBC Cllr Mountford reported that Kelso would have a recycling centre from March 2015.

Cllr Hall noted that there was a large pothole near Linton.

Cllr Pedersen reported that as a resilient community, Morebattle would receive a lockable 1 tonne salt bin, although no location had been found. Cllr Hall suggested that he discuss the issue with the electrician.

Cllr Pedersen noted that the Kalewater Community Resilience plan would be reviewed on 27 January.

Member of public requested that details of community council meetings be kept up to date on notice boards.

Cllr Cessford asked SBC Cllr Mountford about removal of temporary public toilets at the Knowes, Kelso. Vandalism and cost of repairs. New toilets would be available in May 2014 while there were still toilets at Shedden Park.

Cllr McEwan noted that Morebattle Playgroup would celebrate its 40th anniversary on 22 February in Yetholm.

Cllr McEwan noted that the Facebook page had regular postings.
