Minutes of Previous Meeting

Brief discussion of anonymity in minutes. Agreement that community councillors should be named in the minutes in relation to actions and discussions.

The minutes of the previous meeting of 15 March having been circulated were passed as a true record of events.

Matters Arising from 15 March Actions

Cllr Cessford tabled a poster for 29 April.

Cllr Grime tabled a certificate for Bob Pringle award. Secretary read out email update from Cllr McEwan. Presentation to take place on 29 April at the cream tea. Cllr Hall to organise frame for certificate.

Some information available on the former glacial loch at Morebattle in Kalewater Miscellany. Local writer has provided a quote for editing. Cllr Hall suggested approaching Vattenfall for funding. Cllr Hall noted that there had been no response to poster in village shop requesting suggestions for content for the interpretative board.

Chair noted the Fire & Rescue Service consultation was a ‘heavy read’. Agreed that Chair respond by 5 May deadline on behalf of the community council, with the conclusion tending toward maintenance of the status quo.

Chair attended Kelso Area Committee meeting which discussed future of Area Committees. Proposal is for one community councillor to represent their community council but with no voting rights. Chair was positive about the proposed new structure.

Cllr Dixon reported that SBC Officer Neil Mackay was checking St Cuthbert’s Way from Harestanes eastwards and would look at the Corbet Tower section.

Presentation from SB Warden Mike Marsh

Annual update since last year’s presentation sees two fewer wardens across the Scottish Borders with the remaining wardens covering wider areas. Villages are visited around once per month. Anti-Social Behaviour (ASB) takes place mainly in towns and mainly affecting primary schools. Wardens are now visiting primary schools, including Yetholm/Morebattle during May, to assist with pupils designing anti dog-fouling, illegal dumping and litter posters. Recent increase in activity from bogus workmen and scrap dealers with Police action locally.

Community councillors thanked Mike and his colleagues for their continued vigilance.

Community Action Plan tender documents

Everyone having considered the tenders for the proposed Community Action Plan gave unanimous support for the tender from the STAR consultancy, on the grounds of their considerable experience in carrying out such plans. Secretary to notify all the tenderers of the outcome.

Secretary to progress the Awards for All grant aplication to progress the CAP following notification of the succesful tenderer.

Preparations for Community Council Elections May 2011

Currently there is one vacancy on the community council. In addition, community councillor McEwan and Blackmore’s terms are about to end and co-optee Pete Tweedie must seek nomination in order to continue. Secretary to contact those councillors with nomination form.

Planning Applications

11/00430/FUL Erection of dwelling house and storage building and formation of access, land South East of Mainsfield Avenue, Morebattle.

Comments: Screening around the site was commended. Community council would like to see more suitable landscaping around the storage unit.

Chair summarised the Whitton wind fam sub-group’s response to Vattenfall’s request for community council support for a community survey on the wind farm proposals. The group thought it more appropriate that Vattenfall organise its’ own survey to avoid the community council being accused of partisanship.

  • The July meeting of the community council would be held in Hownam Village Hall following the successful visit in 2010.
  • Cllr Aitchison noted that the crack by Heavyside Bridge was worsening. The cattle grid near the Yett remains damaged. SBC Officer Ronnie Pattenden to be contacted for updates.
  • Cllr Lister noted that SBC had approved £100 support toward Royal Wedding celebrations in Morebattle.
  • The Treasurer will be on holiday at the AGM on 17 May but will prepare a statement for the Chair.Treasurer reminded everyone that at the AGM they must agree to abide by Scottish Borders Council’s Code of Conduct for Community Councils in order to secure local authority financial support.Treasurer advised that the community council remain with the current auditors.
